Handler was born on November 4, 1916, in Denver, Colorado into a poor Jewish family. She was one of ten children, and her father was a Polish immigrant who worked as a peddler. Handler’s family moved frequently when she was a child, and she attended several different schools. Handler graduated from East High School in Denver in 1934. 

She then attended the University of Denver, where she studied business administration. She left college after two years to marry Elliott Handler in 1938.
